The Constitution of the United Purple Nations
The United Purple Nations ("UPN") exists to provide an approachable, all-purple alliance to its members and friends;
provide her members with safety against war and oppression;
offer education and advice on how to advance the nations under her care;
maintain a friendly, open and democratic community where everyoneís voice is heard.
In return, every member helps the alliance and respects and honours not only their fellow members but all purple nations as a whole, as well as honouring all of the United Purple Nations' treatied allies and friends.
I. Laws & Policies
Any nation wishing to join UPN is required to enter the applicant pool of UPN and must not be at war with other nations or be a member of another alliance. The government of UPN may implement additional application requirements, processes, and standards of training before any nation is inducted as a member. Nations flying the ďUnited Purple NationsĒ as the Alliance Affiliation but have not been inducted as a member may still have their right to safety and liberty guaranteed provided they have obeyed the laws of the alliance.
Each member of UPN has the liberty to exercise freedom of speech, expression, association, and belief within the bounds of non-aggression. Members have the right to control their own nations as they see fit, provided it does not directly harm UPN or abuse any nation. No law or policy may be made to infringe on these liberties.
Welfare and Benefits
UPN strives to provide members with benefits such as city funding, war aid, loans, and other various financial programs.
Members who wish to leave the alliance within 3 months of receiving aid from UPN are required to repay the full sum they received.
The government of UPN is free to impose requirements that need to be met in order to be eligible for funding.
Donít be an asshat. Any member found to be acting like an asshat will be treated like an asshat and expelled at the discretion of the Magistrate of the Interior and the Consul of UPN.
Members of UPN are not allowed to raid any nation residing in an alliance with 10 members or more, nor can they raid members of an alliance with an active Protectorate or Defence treaty.
In addition, all raiders must acknowledge that they are responsible for their own actions and that the alliance is not obligated to assist them should their raid prove disastrous.
Members of the United Purple Nations will be removed after one week of inactivity if they have not previously contacted a government member. Nations removed for activity are free to re-apply to UPN after becoming active once again.
The Consul is the elected leader of the United Purple Nations.
The responsibilities of the Consul are to lead the discussions in the Senate, to nominate candidates for Magistrate positions, and to make sure the responsibility of the Magistrates are being maintained. The Consul also carries the ultimate responsibility in the day to day operations of the alliance.
The Consul holds the power to veto decisions made in the Senate unless the decision was otherwise made unanimously in the Senate or if there is a 2/3 Majority and support from the Tribune.
In times of war or crisis, the senate can bestow the Consul or a member nominated by the Consul with emergency powers.
The Consul or his nominated proxy shall then be bestowed the title of Dictator.
The Dictator is granted the power to swiftly take actions or delegate responsibility without interference from the Senate or the Magistrates in order to deal with the crisis at hand.
Emergency Powers are rescinded after the war or crisis is over.
Emergency Powers cannot be granted for longer than 1 month at a time, at which point extenuation would require a new approval from the Senate.
The Senate consists of 5 Senators in addition to the Consul.
The Senators are the Legislative body of UPN.
Senators are elected from the membership to rule over the alliance and hold the power to approve or reject motions put forth to the Senate.
No treaties, magistrate nominations, declarations of war not obligated from existing treaties, charter amendments, or changes in policy may be enacted without approval from the Senate.
The Magistrates serve as the leaders of their respective departments and hold the authority and responsibility to make executive decisions in matters which are within their jurisdiction unless said decision goes against the wishes of the Consul and the Senate.
The Magistrates have full access to all channels of information within the alliance like the Consul and the Senators and are encouraged to contribute with their advice and points of view, but unless the Magistrate is also an elected Senator, the Magistrates does not have the power to vote.
The Magistrates and their respective directives:
The Magister Equitum
The Magister Equitum or Master of Horse acts as the Consulís deputy.
The Master of Horse can be selected either from one the members of the Senate or from the membership as a whole. The responsibility of the Master of Horse is to help the Consul carry out his/her duties and to step in to take decisions should the Consul be missing or incapacitated.
The Master of Horse carries the Consulís senatorial vote should he not be able to cast it himself for whatever reason.
The Magistrate of War
The Magistrate of War or Legatus is responsible for all military affairs.
The Legatusí duties are to maintain the military and organize and prepare the allianceís defenses.
The Magistrate of War has full authority to deal with hostile raiders as he/she sees fit.
The Magistrate of the Exterior
The Magistrate of the Exterior or Proconsul is the person responsible for the UPN foreign affairs department.
The Proconsulís duties include ensuring that the foreign relations of the alliance are secure and ongoing. The Proconsul is to make sure allies are well treated and visited regularly and also to maintain foreign embassies to a high standard.
The Magistrate of the Interior
The Magistrate of the Interior or Praetor is head of the UPN internal affairs department.
The department includes all activities concerning the general membership of the UPN,
including moderation of the forums and ensuring that UPN's rules are followed by its membership.
The Praetor is also responsible for overseeing and administering the Senate and Consul elections.
The Magistrate of Finances
The Magistrate of Finances or Questor is in charge of the UPN financial affairs department.
The Questor coordinates all aid programs and trade.
The Questor is also responsible for the bank of UPN and that its contents are being responsibly handled.
The Magistrate of the People
The Magistrate of the People or Tribune is tasked with overseeing the Senate and the Magistrates to ensure that they carry out their responsibilities in the best interest of the membership of UPN. The Magistrate of the People is also tasked with ensuring that general membership is being informed of what is happening both within the government and without.
The Tribune, unlike the other Magistrate positions, can, in the case of a tied vote in the senate, cast the deciding vote.
Magistrate of Citizenship
The Magistrate of Citizenship or Curator is tasked with leading the recruitment of new members into the alliance and is largely responsible for determining who is granted admission to the alliance and who is not.
The Curator is also responsible for leading the academy and providing new and old members of UPN with the education they need in order to be contributing members of the alliance.
Censors are former Magistrates and Senators who have contributed significantly to UPN in some way.
After every electoral term the Consul and the Senate can nominate 1 Senator or Magistrate who retains his access to the government sections of UPN in order to advise and assist the sitting government.
Beyond the access to information and the task of being an advisor the Censor holds no further authority or responsibility.
Magistrates and Consul can appoint a Vicarius who is tasked with assisting them with their duties and to stand as their proxy in case the Magistrate or Consul is absent.
The Senators and Magistrates serves a 3 month term.
The Senators are elected by the people, and any member can nominate his/her candidate for the Senate.
A vote shall then be held, and the 5 candidates with the most votes will be sworn in as the members of the new Senate.
The Consul serves a 6 month term.
To become a candidate for the Consul election, a member requires nomination by the membership. The 2 candidates with the most nominations will then be included on the polls, and the winner will then be sworn in as the new Consul of UPN.
A Consul cannot serve more than 2 consecutive terms but can otherwise serve more terms.
Senate elections are held in the last 4 days of the 3-month senatorial term.
48 Hours are reserved for members to nominate themselves and after the 48 hours are ended the polls will open, and every member then has 48 hours to vote for the 5 candidates they wish to see in the Senate.
The Senator-Elects will then assume their positions on the first day of the coming month.
Consul elections are held 8 days prior to the Senator election so as to allow the candidates who did not win the opportunity to participate in the Senate election.
The nomination period will last for 48 hours followed by another 48 hours for the vote.
The Consul-elect then assumes his/her position on the first day of the coming month.
Magistrates serve a 3 month term which formally ends when a new Senate is elected.
Magistrates are not elected by the people but appointed by the Consul and approved by the Senate. New Magistrates assume their positions immediately after the Senate approves their appointments.
Nominating and electing the Magistrate of the People.
As the Magistrate of the People acts as an overseer of the Senate and Magistrates and holds a vote in case of ties in the Senate, the Tribune is not nominated by the Consul but is instead nominated and elected by the people in the same manner as the Consul is elected. The Nomination Process takes place in the 48 hours directly following the Consul election then followed by 48 hours of voting. The Tribune then assumes his position on the first day of the coming month.
IV. Removal of Membership
The Consul, The Magistrate of the Interior, and the Magistrate of the People all hold the power to rescind the membership of any person who is not a member of government who is in clear violation of the rules or charter of UPN.
If there is an uncertainty of the clarity of the rules violation then a senatorial vote shall decide the matter.
V. Removal of a Government Member
Any government member can be voted out of power if found guilty of violating the trust of the alliance or guilty of dereliction of duty.
The vote to remove a government member requires a 2/3 majority in the senate.
The Senator or the Magistrate, should he be a Senator, would not be eligible to cast a vote in this circumstance.
The Constitution can be modified by a 2/3 majority vote from the Senate and the Consul, and the consent of the Tribune.
If not all of the Senate has voted after 14 days, those who have not given opinions will count as having abstained from the vote.
We, the membership of these United Purple Nations, hold this Constitution as accurate to the will of the membership and agree to the specifications contained herein.
